Cheyenne City increases hazardous material removal contracts for Railcar Project

The city of Cheyenne, Wyoming, has approved contract extensions for several essential services, including hazardous waste disposal, electronics recycling, and the removal of asbestos and lead paint.


During a meeting on Tuesday night, the Cheyenne City Council authorised three contracts totalling over $400,000. The first contract, valued at $200,000, was awarded to Veolia ES Technical Solutions LLC, which has been providing hazardous waste disposal services since 2022. The city has extended its agreement with Veolia for an additional two years, funding the extension through its Solid Waste Fund.


Additionally, the council extended a professional services agreement with I.T. Refresh for electronic recycling services. This contract, originally approved in early 2022 for $200,000, will now be extended for another two years, with the city committing an additional $200,000 from the Solid Waste Fund.


The city also revised its contract with Orion Environmental Inc. regarding the Cheyenne Railcar Project. Initially contracted for $473,028 to address asbestos and lead paint abatement, Orion Environmental will now receive an additional $91,846 to conduct interior removal of hazardous materials in four historic railcars. The total value of the updated contract is $564,874, funded through the ARPA funds, the city’s general fund, and an EDA grant.


In other council business, members approved a bid for laptops and docking stations for the IT Division, totalling $78,997.44, from telecom provider ClearConnect. This purchase will be financed through the city’s Optional 1% Sales Tax Fund for the periods 2019–2022 and 2023–2026.
